In 2011, Huang relocated to Johor Bahru and initiated the Johor Huaxia Traditional Culture Promotion Association. Later, following the pandemic, he returned to Singapore and founded the Singapore Intangible Cultural Heritage Association, known as ICHA, serving as its Founding President.
ICHA was established with four development pillars: cultural presentation, cultural promotion, cultural heritage preservation, and cultural community engagement. Its mission is to research, revitalize, promote, and protect outstanding Chinese traditional culture while giving it contemporary relevance.
In 2023, the association was incubated by the Singapore Chinese Cultural Centre. From March 17 to 20, ICHA organized its first major heritage exhibition titled “Southern Wind Elegance.” The exhibition was officiated by Minister Edwin Tong, Singapore’s Minister for Culture, Community and Youth and Second Minister for Law. The grand opening featured 24 leaders from the business and arts sectors striking 24 traditional drums to symbolize prosperity throughout the seasons.
Through curated performances and exhibitions, including the “Impressions of Three Springs” seasonal concert series, ICHA demonstrated that heritage is not static history but living culture. Huang’s leadership transformed the association into an active platform for dialogue between tradition and modern society.
